  • Sen. Mark Pryor - Wikipedia
    Will regulation of broadcast video translate over to online video and other online media. What about regulation of adult video and content including games. Terri Glaze of Sen Mark Pryor (State of Net 2008) notes that Sen Mark Pryor has introduced S 602 Child Safe Viewing Act. Believe that V Chip is not the solution. There needs to be a solution that is technologically reasonable (I have trouble managing my email).
    • Child Safe Viewing Act of 2007 -
      • Summary: Requires the Federal Communications Commission (FCC) to initiate a proceeding to consider measures to encourage or require the use of technologies that can improve or enhance the ability of a parent to protect his or her child from any indecent or objectionable video or audio programming, as determined by the parent, compatible with various communications devices or platforms.
      • Select Text: "(a) Rulemaking Proceeding Required- Not later than 120 days after the date of enactment of this Act, the Federal Communications Commission shall initiate a proceeding to consider measures to encourage or require the use of advanced blocking technologies that are compatible with various communications devices or platforms.

        (b) Content of Proceeding- In conducting the proceeding required under subsection (a), the Federal Communications Commission shall consider advanced blocking technologies that--

      • (1) may be appropriate across a wide variety of distribution platforms, including wired, wireless, and Internet platforms;

        (2) may be appropriate across a wide variety of devices capable of transmitting or receiving video or audio programming, including television sets, DVD players, VCRs, cable set top boxes, satellite receivers, and wireless devices;

        (3) can filter language based upon information in closed captioning;

        (4) operate independently of ratings pre-assigned by the creator of such video or audio programming; and

        (5) may be effective in enhancing the ability of a parent to protect his or her child from indecent or objectionable programming, as determined by such parent."

      • Press Release Pryor Targets Technology Advancements to Expand Education Opportunities for Minorities, Protect Children from Indecency "Second, Pryor introduced the Child Safe Viewing Act to expand parents' ability to protect their children from inappropriate scenes and language online, on television and other viewing devices. The Senator said his bill will require the Federal Communications Commission to fulfill its obligation under the 1996 Telecommunications Act to continuously review and implement blocking technology as it is developed. As part of the 1996 law, Congress required television manufacturers to embed the V-Chip within televisions to allow parents to filter some content according to a rating system. However, the FCC has failed to act since then.

        "Today's technology to protect children from indecency goes above and beyond the capabilities of the V-Chip. And with over 500 channels and video streaming, parents could use a little help," Pryor said. "The time for the FCC to act on behalf of our children is now. My legislation will help make sure it happens.""

  • Rick Lane, News Corp (State of the Net 2008) "Just yesterday we had 75k videos uploaded at myspoace." The parental controls available from cable and satellite, and V chip, I just started using as a result of my 12 year old. Industry has stepped up to educate parents on how to parental controls. Myspace reviews every video that is uploaded. Huge investment to keep inappropriate content away from users; but what is inappropriate content to a world wide audience. A discussion of solutions is good; mandated technology is not good and will not fit all solutions. To try to create a universal rating system, the cost of implementing and educating the public. Do not allow nudity or hate speach on our site. Our criteria is different than what the govt could mandate. Need a cyber ethics campaign to address some of these issues including privacy and copyright.
  • Alan Simpson, Common Sense Media (State of the Net 2008) kids spend 45 hours per week on midea; broadcast and cable video is about half of that. Launched an initiative with 3 previous FCC chairs.
  • Jay Monahan, Vuze (state of Net 2008) 48% of respondents said using video sharing service, lask year that was 33%. In one year, 16 m have downloaded our program. Problems for our business plan include growth of broadband, and the ability to deliver longer length video. Moving from a streaming to a download business model where people like to take their media with them. Barrier includes interference by network service provider. Barrier includes availability of licensed content. Advertising is also an issue. Youth are migrating away from TVs and only owning computers - receiving media to computer only. Concern for our brand; if users have band experience w our content, it effects our brand. Effective fingerprinting technolgy is a real solution. But last thing we want is to have it dictated to us that you must use this our you must use that tech solution. Problem of network attempts to resolve these issues is when the network is also a content provider and is filtering the content of its competitors. Tiered pricing is not inconsistent with net neutrality.
  • Adam Theirer PFF (State of the Net 2008) Old regulatory concepts challenged by new media concepts. What are community standards. What is public interest. In new era, popularity equals pervassiveness [Ed note: this is different notion of pervassiveness than exists in broadcast content regulation]. See this with attempts to reg violence on cable or satellite. Goal is to empower households to let this be household decisions for media. Preference mapping to map some third parties ratings onto your devices.
