- While BOCs can market telecom services w enhanced (information) services, the telecom services component must be offered separately to competitive ISPs
- Terms must be tariffed and non-discriminatory as btw affiliated and competitive ISPs
- Terms of service are subject to pre-effective regulatory review, including pricing, other terms of service.

Ensures competitive ISPs know what interfaces are necessary to connect to the BOC network. Basic Requirement: Unbundling of basic service
